Almost certainly not. “Penalty” is used loosely for any traffic loss, but a true penalty — a manual action taken by a reviewer — is rare, and the answer is definitive rather than a matter of interpretation.
Check, do not guess
Open the Manual Actions report in Search Console. It says one of two things: no issues detected, or a specific action with a stated reason.
If it says no issues detected, you do not have a penalty. There is no hidden penalty that fails to appear there, and no interpretation required.
If you do have one
The report names the reason — unnatural links, thin content, spam, cloaking or similar. That tells you exactly what to remedy. Fix the cause thoroughly, then submit a reconsideration request describing what you changed.

What it probably is instead
An algorithm update

A technical change on your own site
A redesign, migration, plugin change or accidental noindex. These produce sharp drops that feel punitive and are self-inflicted.
Competitors improving

Content decay

A measurement problem

Why the distinction matters
The response is completely different. A manual action has a stated cause and a formal route back. An algorithmic decline has neither — you improve the site against what is now being rewarded, and recovery arrives, if it does, at the next assessment.
Treating an algorithmic decline as a penalty leads people to disavow links and strip content, sometimes making things worse.
